This is all based on the fact that I haven't played any of the Fallout games, but I saw my brother play a bit of Fallout 3, I think it was. The most interesting part of the game from what I saw was when you got to toddle around and escape your playpen as a baby who could jump perhaps three feet in the air. This character isn't going to be THAT awesome, but I instantly fell in love with the idea anyway. So here he is.

Eyes: Baby blue, beginning to turn green
Hair: Dark, curly, medium length, and somewhat thick for his age.
Weight: Light (normal for baby)
Height: Short (normal for baby)
Appearance: Dressed in a rather saintly looking dirty rag, wrapped around him like a robe. No shoes. Dirt smeared under the eyes and around the mouth. A few scabs here and there from failed attempts at walking. Pale skin due to low iron content, accented by his dark hair and bright eyes. An oddly thoughtful countenance plastered on his face most of the time, as if he's been saying "Hmm..." inside his head a lot. Tries to walk, sometimes, but mostly just crawls or rolls.
Personality: Cries when in danger or uncomfortable. His cry is powerful enough to stun creatures with sensitive hearing. (This is perfectly realistic, in my opinion.) He rants, baby style, when nothing else interesting is going on. He seems to have his own language, but there's no hope in deciphering it. When there is something going on, that isn't immediately dangerous, he appears to be listening very closely. Relatively independent, very intuitive, and not all that needy, but still doesn't mind being held. Loves milk, but doesn't need it, as he is a modern baby. He can eat regular food as long as it doesn't need all that much chewing.
History: Not much is known yet, hence the term "mysterious". (This will obviously be updated later.)
Anyway, if it's alright with Optoer, Spade and I were talking about it and briefly touched on the idea that maybe all the stuff that's going on is a memory that he or someone else is accessing during his adult-hood. That's up to Optoer, though, I guess.
